Is an HBM bandwidth shortage the same as HDD/SSD capacity?

No.
HBM shortage is about bandwidth and a short qualified supplier list near GPUs/accelerators. HDD and enterprise SSD constraints are about mass capacity for training data, checkpoints, and long-term retention. They can tighten in the same AI build-out cycle — they are still not the same shortage.
What an HBM shortage is
High-bandwidth memory sits next to accelerators so chips can move more data per second. Capacity is often locked far ahead; the qualified HBM supplier list is short. When this layer is tight, the constraint shows up as bandwidth and allocation near compute — not as “not enough disk to keep files.”
What HDD and enterprise SSD capacity are
Training corpora, checkpoints, and cold retention still need lots of bytes after the accelerator layer. Enterprise SSDs move that data faster; HDDs hold mass capacity cheaply. A capacity crunch here is about how much data you can store and keep — a different stack and a different supplier set than HBM.
Why both appear on the memory layer
XingAI’s map puts the whole memory-and-storage hierarchy in one layer so readers see the stack after compute. Inside that page, companies are split into HBM/DRAM (bandwidth), NAND/SSD (fast capacity), and HDD (mass capacity). Listing them together is taxonomy — not a claim that one ticker’s tightness proves the other.
Coverage boundary — why SK hynix and Samsung are not listed
This map only lists US-listed tickers or ADRs (same rule as TSM / ASML). Pure-play HBM makers without a US listing can matter to the real supply chain and still be omitted here. That is a coverage rule, not a ranking of who “wins” HBM. Related packaging and tool constraints sit on the equipment and foundry layers.
